It is the intent of the city to promote the public health, safety and general welfare
by providing rules and regulations for the placement and maintenance of vegetation
and improvements within or on the public right-of-way, public way, and public property.
In regulating its public rights-of-way, public ways, and public properties, the city
shall be governed by and shall comply with all applicable federal and state laws.
